man shackled for 12 years freed

Saptari : A person chained for mental illness for the past 12 years has been rescued. Umakanta Chaudhary, 44, of Aginisair Krishnasawaran rural municipality was freed Saturday with the help of Manohar Pokhrel, the Saptari representative of Informal Sector Service Center (INSEC) and the Manav Sewa Ashram, a social organisation. 

The rescue followed the dissemination of RSS made news about the pathetic condition of Umakanta. The RSS had disseminated Nepali news bulletin on December 9 under the headline of 'Sanglomai bityo Umakantako Jawani'. 

According to Ashram treasurer, Chaudhary was taken to Hetaunda-based head office of Ashram were he would be given care and medical treatment until he is fully recovered. He was rescued on the witness of House of Representatives member Sarita Giri, State Assembly member Govinda Neupane, Rajbiraj-based Gajendra Narayan Singh Sagarmatha Zonal Hospital chief medical superintendent Dr Chuman Lal Das, local representatives Sushil Chaudhary and Kusum Acharya, INSEC province 1 coordinator Raju Paswan, and freedom fighter Baidyanath Jha. 

Later, Saptari's Chief District Officer Surendra Poudel met with Chaurdhary and pledged all possible support from the local level for his wellbeing. According to Dr Das, the rescued might have a prolonged mental illness resulting in complicated form because he was put in a chain for over a decade. 

Chaudhary's spouse Sushiladevi said the family found no way except shackling as her family could not afford his treatment. The Chaudhary couple has three daughters. Sushila is the single bread winner for the family.
