Kathmandu : The today's meeting of National Assembly, the upper house of the Federal Parliament, unanimously approved a proposal seeking consideration on the 'Bill on Evidence (Second Amendment), 2075'. Minister for Law, Justice and Parliamentary Affairs, Bhanubhakta Dhakal, had presented a proposal on this in the meeting.
Taking part in the discussions on the proposal, the upper house lawmakers suggested bringing a new bill rather than making 32 various amendments to it and that the bill should be improved in keeping with the new dimensions of evidence that have been made possible by the development of science and technology. Lawmaker Badri Pandey accused the government of negligence while drafting the bill and not giving adequate time for the same.
He said things were not clear how this bill was different from the electronics transaction act. Lawmaker Binda Devi Ale Rana expressed doubts on the implementation of the bill due to the ambiguous clauses contained in it.
Prakash Pantha, Jeevan Budha, Brikhesh Chandra Lal and Thagendra Puri stressed on revising the bill. Responding to lawmakers' queries, Minister Dhakal said the bill has been presented in the House by consulting with the Supreme Court. Minister for Land Management, Cooperatives and Poverty Alleviation, Padma Kumari Aryal, presented the 'Guthi Bill, 2075' in the meeting. The National Assembly will next meet at 1 pm on May 22.
